I tried to sign up to receive email information from the program related to the Windows 10 upgrade and during the process I was informed that Microsoft wants to have access to my contacts list.
Now that is a very serious request, so there must be a fair bit of documentation about why Microsoft wants access to my contacts list -- where might that documentation be found?
What exactly will Microsoft do with my contacts list?
Who at Microsoft will be able to view the list?
And I will probably have more questions as those answers come in.
I did try to use the search tool here for answers, but without any luck, so if I made a mistake during that search, please forgive me.

Actually, the problem is very likely that I have asked some rather uncomfortable questions and nobody is authorized to answer them out here in public.
What the Microsoft executives are not going to like is the solution I have arrived at to get this to the attention of a larger group of the world's population. That "solution" came to me just a few minutes or so after deciding one night to get some sleep. I don't even know why it came into my mind. I even tried to ignore it for a few minutes, but the freshness of the idea just couldn't be stuffed away in a storage area of my brain and I finally got up and made some notes.
And it will be so much fun to write what I am going to write. It will be a dramatization and it is pefectly legal, if I state right at the beginning I am doing a dramatization and the people and such are represented by fictitious characters to protect everyone involved, to include this company.
But you know how a dramatization works, everyone knows who you are writing about.
So if I can get a couple hundred thousand people asking what's going on I will get much better results than if I spend lots of money going to the legal system and asking them to ask this company what's up. And I sure will have a lot more fun doing the writing. I've already started on this one.
I believe they are too busy trying to fix all the broken windows phones to even care. I suspect they want the status quo to stay as it is

And now you are asking me to submit more information on another form. Why?
And what about the other customers here that have indicated a desire to see some answers to my questions? They are to be ignored, also?
