I noticed a change in windows security today with Build 25262.1000.
Looks like they enabled Local Security Authority protection, was not there before this build. They added two entries in the registry. See below.
So, I turned it on and restarted. 🤷♂️
Yet, a third machine at the same Build level does not have LSA turned on. 😎🤷♂️

I checked also on the old Laptop that I just cleaned installed with 25262.1000 and I don't see any noticeable delay on that either. 🤷♂️

The animation was from a clean install as well, IDK what's up with that delay. 🤷♂️
btw, if it makes you feel any better, I'm not getting the new Snipping Tool on this clean install. 🤣
