2021-10-15T20:00:05+00:00 Maybe you are not on the Beta channel and still on Public build 22000.258, I just enrolled on Beta and I'm getting the update to 22000.282 (kb5006746).
I thought about that but if he read my post about MSA link to WIP, he would have seen he was not enrolled

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost
if that doesn't work, delete C:\Windows\SoftwareDistribution\Download and start over
