It maintains the R.P. insider if you update 19044.1319 to 22000.282...
I did mine from 19043.1319 in R.P. and used the ISO to go to 22000.282
It will shows a warning message about the missing requirements, but I just clicked accept and continued to completion...

That was optional update. That's why W.U. said "Up to date" and offer optional download not automatic update.

It may have been a Seeker or optional update. Since I always manually check for new updates, I may not see it as such.
It has installed normally on both the Qualified and unqualified systems.;
