Looks like there is no way to create a valid ISO just from Software Distribution Download anymore, it is missing all the needed apps.
Have to download from UUP-dump also with last build 22610.
You only have to dl from the dump once in your case. Save a copy of the Apps folder. You can pick and choose whatever apps you want to include in the ISO. You only have to copy those Apps to your Software Distribution Download folder and you are good to go as previous. Doesn't matter if they a bit outdated as you can update later as we already have to do anyhow.
Working on my second clean install in non-compliant vm, have yet to see any issues with icons in the tray. The compliant vm was good as well as was my non-compliant laptop.
Any time I do see the loop, which is rare, it always clears out after 24 hrs. if OS is left alone for that same time.

Not the case, the apps version downloaded changes with every build, if I don't download the new ones I get the old versions. Good example is SecHealthUI.
I tried to wait a day to see if the W.U. loop clear, but it did not.
Anyway, it is a bug, it should not get the error at all if they checked correctly for what is already installed.
