but no .NET on my Dell Laptop at all.

I did have a 0x80092004 error on the .NET update on the Desktop.

I don't have dotNET update. I even restarted my PC and checked for updates. No dotNET update for me because my dotNET updates ( KB5001030 and KB4601049 ) were carried along from the previous build and transferred to the new build, I guess.
Now installed on two of three computers, (N&I still functional). The slow PC is next.
Up on Desktop, Laptop just finishing.

Up and running on test desktop 2, #1 at 89% working on updates ater 29 minutes, #3 at 53% installing. No problems so far.
Seems slower than usual installing, it was stuck at 51% for quite some time now at 82% installing...
