21364 is live for me, now. Ticking along nicely, so far. Have not seen or hit any negs to mention, as yet. I will look back over the thread.

Drew at summer 2020 and since then this laptop has work fine with UEFI/GPT, Legacy ROM disabled, Secure boot On and even now Beta build is working with those settings.
With build 21364 this is first time this issue appeared (all previous Dev builds have been working OK) so, only change I make to BIOS is to set Secure boot Off and keep on going with that.
Let's see if next build(s) will fix this issue.
EDIT: If Secure boot is On then it's not possible to enable Legacy Option ROM in this Dell laptop.
@Pauli O, just wondering if you had tried changing the setting for the CSM. Perhaps enabling it would help..
