Here is an animation of the behavior in the current GA build 26100.3476. As you can clearly see the 3 dots menu still opens upwards.
This one also, has a display Scale setting for 150%. 😵💫🤷♂️

Split from this thread.
Same problem with 27723.1000. File explorer 3 dots menu opens upward regardless of the position of the window.
It truncates the menu when the window is close to the top of the screen.
Note that the View and the Filter menus open correctly downward, it is only the 3 dots menu that opens in the wrong direction. 😂😂😂
Looks like they are propagating bugs from one build to the other instead of propagating fixes. 😝🤬🤷♂️

Here's one for you...
I saw a video saying the ellipsis in a FE window, in full screen, in Canary IB 27818, opens up instead of down & therefore cutting of its top. It does NOT. I check it, AGAIN, straightaway after seeing this vid and having 818 going. Heck in did the same in Win11 GA for a while, was reported and fixed long ago.
Here's a vid saying it has been broken since way back and MS is terrible that they STILL have not fixed this. It was fixed LONG ago❗

The video you saw is most likely correct. 😎
Not fixed on this Build yet, they fixed it recently with Beta and Dev 26120.3576, but did not propagate the fix yet to all other affected builds. 🤬🤷♂️
The problem only affects specific display settings.
Here is one with 27818 still opening upwards. 😂🤷♂️
