Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    how can we thank you, if the solution doesn't work because MS decided to remove the option?

    They haven't removed it yet, still works even with non-compliant devices. 😁

    Thanks for the input, but I was not discussing VM here, just the procedure described on page 1 of this thread which is still valid. 🤷‍♂️

    Fn + Shift + F10 only applies to specific keyboards and PCs.

    Shift + F10 is the normal way to get to Command Prompt as shown in page 1. 🤷‍♂️

    Works just fine using ISO of Canary 25357.1 even in a non-compliant virtual machine. You must be doing something wrong.

    Just to add, I purchased a new Lenovo Yoga 7i this past week, I installed that offline as well using same bypassnro.

    Yes, it does. I clean install every Dev build weekly offline. As previously mentioned, wi-fi drivers has nothing to do with this. That is the purpose of offline setups. I also clean installed Retail on a GigaByte Z590 offline.

    So, as of today, I managed to do it the way I want on a surface go 3.

    So you go until the asking connection page. Now you make Ctrl+Shift+Esc (for accessing the keyboard, I used a public wifi which asks creditentials before connecting, thus opening the keyboard)

    Select any process, and open file location. Now in the explorer look for

    %WINDIR%\system32\sysprep\sysprep.exe

    Double click and activate Audit mode.

    Now shut down and reboot. You access audit mode.

    Look for the file c:\windows\systemapps\microsoft .windows .oobenetworkconnectionflow

    We want to delete this file. Of course you can't, because as the rest of your computer, you are not the owner, the owner of most of your computer is ThrustedInstaller.

    So change the owner in the security details, and then change autorisations for Administrator.

    Now you can remove this file.

    Select to reboot in OOBE mode.

    After reboot, the OOBE experience will be different, and will say that the computer has a problem, but will be solved after restart :-)

    After restart, standart OOBE will appear, and the network connection page will not appear. Done.

    Simple and easy, as usual...
