Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    Hi Justin Blaze,

    So have you got as far as Windows being installed or are you trying to install Windows using the method in this thread?

    Have you got any settings in the bios for ethernet setting?

    Is this your MB? PRIME B550M-A WIFI II|Motherboards|ASUS Global This Motherboard has ethernet

    just saw this :
    after that the system did an auto restart if not - just chose reboot VM and try again - <fn><shift><f10> AT the language preference contry selection if you go past it you have to restart and hit <fn><shift><f10> before making any selections .
    you can create a user add to the admin group as referenced in a previous post - then once its finishes install vmware tools

    to install VMware tools on Windows 11 ARM - using the powershell as admin.
    Set up powershell execution mode : then run setup.ps2 as admin:

    Shared folders/drag/drop/copy/paste are not supported with Windows 11 ARM VMs. This is documented in the VMWare Fusion documentation for Fusion 13 here: https://docs.vmware.com/en/VMware-Fusion/13/com.vmware.fusion.using.doc/GUID-391BE4BF-89A9-4DC3-85E7... and has been discussed ad nauseam here in the forum and in the Unofficial Fusion 13 for Apple Silicon Companion document found in the VMWare Fusion Documents section of this forum..

    Unfortunately the VMware documentation is missing the step to run set-executionpolicy, which is really, really important.
