Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    Good scope... I recently have had to change directories in order to complete the task.

    Never had any troubles until this last build...

    At any rate, I saw all over the net that people were like totally lost with it so I pitched my 2 cents. lol

    I just tried on June 4, 2023, with latest Dev Build 23471 and also with Canary 25381, both worked fine using oobe\bypassnro from Windows\System32

    as advertised.

    I had no need to change directory. 😉🤷‍♂️

    Hi Sibro,

    I have no idea why people have to change to the oobe directory as system32 is a path variable and anything beneath that folder is accessible as well as any other paths a user sets up.

    On newer laptops, depending on your setting in bios, you would have to use Shift/Fn/F10. As I use the Function keys F1-F12 more than the Fn functions on a laptop, I change the bios setting so that I would have to press the Fn key for example, to change screen brightness or volume. This really comes down to personal choice.

    I run in the Problem that the Command dint worked. Simple fix just Type as the first Command cd oobe to navigate in the folder. Then just Type beypassnro for the second Command*.* The PC or VM will Restart and you have the option to say you don't have Internet.

    New PC setup did not have OOBE in the root of system32 - if it's not there try:

    windows\system32\oobe\msoobe.exe /bypassnro

    that did the trick for me. hope this helps someone else :)

    Anyway, the MCT media for windows 11 22H2 is still the same 22621.525, and following the procedure correctly as described in many web sites works fine with that Build. 🤷‍♂️

    Never mind other websites, it works as advertised here in the original post. 😉

    I ran the test and the command works with current Windows 11 MCT.
