I clicked "add phone number" on manage how to sign in with microsoft. I then added my phone number and recieved no text. I resent the code and yet recieved no text. I restarted my phone, reset the wifi and looked at other articles with people having this problem. Nothing helped. Please don't send me the microsoft help page on this issue because that hasn't fixed the problem.

You sure that the OTP number is not automatically marked as Spam on your phone?
There is a spam folder for sms, and unblocking the number solved it for me.
Google / Android could be the culprit, as I suspect that microsoft is on their block list ^^,
