Surface Go 3 with SIM Card - data usage completely incorrect

Using a Surface Go 3 with a data-only SIM card (no wifi usage). Have set up a metered connection and am attempting to monitor my data usage as per the instructions here.

However, the data usage is completely incorrect (and sometimes will go down?). For example, as of today, there are 7 days left in the month for my data plan. My data usage says I've barely used 300MB (wrong); my data plan (Belong) says I've used over 75GB (correct). The data usage is set up correctly for the day that it "refreshes" for the month. There's also been occasions previously where it's shown a higher number, then later in the month a lower number (like it's forgetting?)
