Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    If you had the micro soft service issue then it allowed you in . I would recommend another reset it resolved my issue with the store

    Message in image:  This app can't be purchased because your current internet connection is slow.

    I still think this is most likely a bogus message which would properly indicate something else.   FWIW I have recently devised a refinement for my script to list possible diagnostics

    Also, there are Store- things in the Event Viewer which could provide some hints on their own (once they were enabled.)

    Strangely only one of them is known by  netsh trace  but I think using  netsh trace  would be a way of getting more detail about what was going on network wise.  Although we are limited in what we can collect on RT I and even more limited on what we can do with what we collect I would be hopeful that there would be something that we could do with it on W10.  E.g. I imagine being able to share the .etl files and use SysInternals strings program on them to at least get whatever eyecatcher information that would be contained in them.

    The pics are below of the error message and my speed test ran on the Surface RT. I was finally able to connect a Microsoft account, but it still won't update or download anything from the store.

    Same for me too. Can now log in and even had automatic updates, but cant download from the store due to slow internet connection.

    My internet is fast enough to stream films so I'm assuming its good enough to download apps.  I seem to be able to download lots of wonderful things on my other devices.
