Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    According to Microsoft Lifecycle Policy, Windows RT is currently under support:

    Products Released Lifecycle Start Date Mainstream Support End Date Extended Support End Date Service Pack Support End Date Notes
    Windows RT 10/30/2012 Not Applicable Not Applicable 01/12/2016 Customers have 24 months to move to Windows RT 8.1 after General Availability in order to remain supported. See the Windows 8.1 FAQ for more information.
    Windows RT 8.1 11/13/2013 01/09/2018 01/10/2023 The product falls under the same lifecycle policy as Windows 8 with support ending 1/10/2023. <br>However, customers have 24 months to move to Windows 8.1 after General Availability in order to remain supported. <br>See the Windows 8.1 FAQ for more information.

    To me, a reply from Microsoft stating that they aware on the issue an there will be a fix somewhere in the future, without any serious commitment is totally unacceptable. I am deeply disappointed  from MS support to their products. I have issues with a Microsoft Band 2 and a Lumia 950 XL phone, an now my Surface RT is nothing but an expensive paperweight. For me, this is the last nail in the coffin I needed as a loyal and enthusiastic Microsoft customer.  Its is clear to me now that after a couple years, any Microsoft branded device will be abandoned by the company. Shame on you, Microsoft!

    As per Microsoft Lifecycle Policy, there is currently support for windows RT 8.1:

    I wonder why no one from Microsoft has replied. Maybe we Surface RT owners with the same problem should sue MS since our devices are useless and data saved on OneDrive is impossible to access from our devices.

    We are aware that there are customers experiencing issues with Windows RT/8.1 devices connecting to their Microsoft accounts. We're currently working to resolve the issue as soon as possible.

    In the meantime, please continue to use your local Windows login account for the time being. You may try to reattach your Microsoft Account as a connected account at a later time.

    If you're able to log in to your Surface device using your Microsoft account, we suggest that you try the these solutions that may help you resolve the issue:

    Enable the User Account Control.

    1. Press the Windowskey + W , type “Account Control” in the search bar and press Enter.
    2. In the “User Account Control" settings window, move the slider to the default settings and click OK. Once this is done, remember to restart the computer.

    Run the Apps Troubleshooter.

    To download and run the Modern UI App troubleshooter, click on this link.

    Reset the store cache.

    1. Press the Windows key + R.
    2. Type: WSReset.exe and click OK.
    3. Run the tool.
