I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

That's all i did, I set the USB selective suspend to disabled on each of the available power profiles balanced, high performance, and the Razer cortex profile. I have mine setup to use high performance mode but disabled USB selective suspend on all of them just to be safe. I did restart my surface book after making those changes. I haven't had a single glitch since doing that.
How long has it been? Are you using microsoft Docking station?
I made the changes on Tuesday night after work. I made it through 3 full 8 hour workdays so far. I couldn't make it more than 20-30 minutes before. I'm not using the Microsoft dock but I am using a pluggable USB-C dock with 2 external monitors connected.

Let me give it one more try. I tried it a while ago, and it didnt work. I do use surface dock 2.
Ill report back tomorow.
Okay finally I wrote a ticket to the business support and demanded on replacement. I bought mine in June 2020.
They instantly sent me a new Surface Book 3. Until now no stuttering. Not shure if coincidence or my problem is finally solved. I work on the new one now for one full day (enough for a million stutters).
I recoconized only one small mouse jump... but this could be something on the laser or whatever. I have become oversensitive to input stuttering I think.
I hope this machine is working now...if not. I'll come back here. For shure.
Aaaaand I'm back again. After working with my new machine for a few days I can report that the issue is still there. The stuttering doesn't happen nearly as often as on the old laptop, but it's there.
I will open that ticket again...
