I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

2020-12-16T17:26:18+00:00 Based on nothing other than what I have observed, as others have pointed out, I think it has to do with the CPU being idle v. busy. But even this is only a working theory that doesn't always hold true, from experience.
I try to keep the CPU taxed (run background scans, open a bunch of extra FF tabs)--and that seems to work...some of the time.
It seemed to work like a charm every single time, until the* Windows 20H2 update. Then it became hit or miss.
But then other times, I do none of those things and everything hums along like it should. So really, I have no idea.
Mildly infuriating.

2020-12-16T17:50:58+00:00 Interesting to see "hardware team". I have suspected it is related to changing power level which could be connection, coming out of standby etc. which might be possible to fix with a firmware update but worst case could require physical hardware change.

A clue in my keyboard: blinking leds during the glitch.
This can be a change in the power of the USB signal or maybe some sort of reset command sent to the device.
After the halt, the key pressed during the "event" starts repeatttttttttttttting like this. It could happen because a buffer being filled with bytes sent by the keyboard and not being ACK'ed by the computer, so the keyboard send and send the same key data again during this short period.
Video of mine. You will see 2 blinks, one at 0:08 and another at 0:41
The glitch happen also without the Dock 2, (connecting direclty to the SB3). So this is not related to Dock 2.

2020-12-16T18:23:23+00:00 I *could* use my USB analyser to see exactly what is going on but I've left that to Microsoft. It only *appears* to affect HID keyboard/mouse.

Microsoft goes so far as to say "there are NO known issues". Who should I contact to return the 35 surface devices I have purchased for my company? This is unacceptable performance.
