I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

i have nearly the same issues with my surface book 3, only exception:
my mousepointer also keeps freezing on external screens (plugged on the dock2) and sometimes i can hear the usb-unplug-sound (then, in the device manager appears a unknown usb device)
the problems started about mid july (so, before i installed the 2004 update), also tried the same steps as you (reinstall win, driver/firmware update, diagnostic tool, etc.)
since few days i constantly get various bluescreens too..
could you solve the problem with the microsoft support team by now?
hw-specs: surface book 3: i7-1065G7, 32GB RAM, 1660TI MAX, 1TB;
windows 10 2004; surface dock 2; mouse: razer deathadder elite and rapoo wireless (both the same)
Intel Core i7 / 256 GB SSD / 16GB RAM
The problem: applications hanging or freezing. When the application freezes it causes the device to freeze. That is, the mouse and keyboard are unresponsive and other applications (Chrome, Outlook) become "not responding". Every few minutes, previous Surface 4 did not exhibit this condition.
Annoying, considering returning. Any recommendations? HELP!!!!
I have the same problem here, mouse (Razor USB) connected to Surface Dock 2 stucks often. Bluetooth keyboard seems to work without trouble. I already did a upgrade Surface Dock to Surface Dock 2, but still problems with USB Mouse... It seems that it worked when directly connected to Surface Book 3...
256 GB, i7, 16 GB RAM SB3 here. Having exact same problems here with any external keyboard mouse I use, plugged into either the computer or the dock. I replaced the laptop twice now thinking they were defective. And it seems to have gotten worse these past few days...
