I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

Try to connect the original 127W power supply that comes with the SB3. I connect the SB3 with all ext devices using an USB-C travel hub and It appears to be working very well
I have seen stutter when either Dock or normal PSU plugged in; very, very infrequently but I have see it. They were only supplying power. All connections via USB and USB-C in SB3 base.
I am hammering it though with serial data streams and Ethernet traffic.
I have MS support call this afternoon but I suspect they will not find anything.
I will run from battery and see if I get stutters.

I have had a stutter when running from battery. Much, much less frequent but still happened.

I installed the update. It is still doing the ssssssssssssssssssssa, same thing. I am typing from the wireless keyboard as you can see it is acting up. I did unplug all other usb devices from surface doc and it is significantly better, but still having issues.
Back to the drawing board. Guess I try the usb extension device next......
