Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    Running a Windows Update downloaded a bunch of updated drivers and firmware this morning, related to this.

    I've installed all of them (it visibly applied a BIOS-level firmware update on reboot), and have temporarily disabled Folding@Home.

    I'll use for some time today and report if the issue persists.

    I've installed all these updates as well as the latest driver set per MS website. 

    Issue persists. 

    This has been happening for the last month for me. 

    I've updated my startech dock firmware and issue went away for a few days. 

    Then came back with a vengeance. 

    Guess I'm going back to my Dell.

    For a workaround, you can run a small program to keep the CPU busy. If you don't want to install F@H application mentioned above, you can launch a short program from an online compiler like below. This is really stupid... Hopefully this bug will be fixed soon.

    I can confirm that the latest drivers/firmware do not resolve the key pausing or repetition issue.

    Back to F@H I go. Oh well, at least Microsoft is doing its part to help out COVID research, if only through inaction!
