Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

A fix for this issue is now available through Windows Update. Please review the Surface Book 3 Update History page.

    Running F@H are you running light, medium or full?

    Light. You just need to keep the CPU active. Running on medium or full will chew up more processor time and lead to hotter temps, and no further benefit to resolving this issue.

    So I've had the 0.19 gHz throttling problem again today in the middle of a Zoom call....

    I can also confirm that I do not have the issue with the BT keyboard. I have not yet had the opportunity to try any of the other temporary fixes suggested here though.

    However, it does appear that Microsoft has released another SB3 update yesterday. Has anybody had any luck with it? I haven't tried yet.

    Interesting they have the following in the notes for the update

    "

    and

    Fingers crossed this resolves the issues that I have had.  Link for drivers.

    The web page for the notes confused me https://support.microsoft.com/en-us/help/4560838/surface-book-3-update-history it says "29th September update" but it is actually the same file and update from the 26th which was posted on this thread a few days ago.  So the answer to the question does the update fix the issues? The answer is no, no it does not.
