I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

Yes, after trying many different solutions and different keyboards, plugged to different USB ports or Bluetooth so far this update has worked... thank you.

#2 is definitely one that I'm experiencing as well. As for #1, since the update, I haven't noticed that weird 0.19 GHz CPU drop, but at times, especially shortly after boot-up, it does appear to be running slower/laggy for a few a few moments, regardless of what the Task Manager is reporting. I haven't noticed any of the other problems you've listed though.

I now dedicate the left hand strip of a monitor to display Task Manager and Resource Monitor. I have also found that if I let the SB3 sleep it is always a pain after that so I shutdown every night.

I can confirm I have much less USB issues than before after installing the fixes.
Keyboard and mouse are so far working without any problems.
Although, I have an external webcam that disconnects a couple of times a day, and needs to be unplugged and reconnected to start working again.
So, good work, but please keep it up and continue to fix the remaining problems.
