I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

The latest Windows Update (non-Insider) appears to have done the trick! Knock on wood, it's only been a few hours, but I don't think I'm getting any more stutter or key duplication. It's been almost a year of frustration, but finally!
I too can confirm that the update appears to fix the major issues with the keyboard and mouse entries, but I think it is far from fixing everything. Issues that still exist:

Thank you Microsoft for finally providing some sort of relief to the agony that was "Daily Use". Please don't give up fixing these issues.
After ~2 weeks with the new update, it does improve the issue majorly. Key word there being improve.
The issue still exists, I still get keyboard and mouse disconnects very similar to before. Although it happens far less often. If i am working for 6 hours or so it may happen once or twice which is manageable.
It's weird, because after firmware update on my SFB3 everything is fine and issue is completely gone.
USB keyboard and mouse dongle connected to USB adjusting kabel connected to LCD Samsung USB port and Samsung LCD is connected to SFDock2 and this is connected to SFB3.
Even not easy communication line, but without issue for sure.
Working this way every day at lease 10 hrs, so enough time for proper test of issue, I think.
