I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

I am on a machine with corporate IT restrictions that do not allow me to receive preview builds (just installed 19042.746). Is there any other way to apply this fix in the meantime?
A fix for this issue is currently available through our Release Preview ring in the Windows Insider Program. When joining the Windows Insider program you will stay on a retail build of Windows, but get a sneak peek at on-going development of apps, drivers, and other quality updates. As of the date of this post, Release Preview installs Windows 10 version 20H2 (Build 19042.782). In addition, you will also receive prerelease updates for Surface before they are more broadly available. The Windows Insiders program is designed exclusively for people who want to be involved in the process of trying out new updates before their final release.
To join the Windows Insider Program go to Settings > Update & Security > Windows Insider Program and click Get Started. You will need to provide a Microsoft Account and when prompted choose Release Preview. You can always go to Settings > Update & Security > Windows Insider Program to opt-out of receiving preview updates.
This fix will be generally available through Windows Update as soon as it completes our quality testing.

thanks for the tip.
However, the Windows Insider Program Agreement contains the following information:
Device Warranty. By installing Software on your device, you may void or impact your device warranty and may not be entitled to support from the manufacturer of your device or network operator, if applicable.
So, will the participation in the Windows Insider Program void or impact my warranty or microsoft complete protection for my SB3?
In other words:
If I join the Insider Program but the problems are not resolved by the update or new problems arise - can I still get an exchange for my SB3?

Thanks for the latest update, it almost solved everything.
In addition to the stutter issue, Razer Synapse can now be installed, Dell Minotor Manager can now recognize monitors attached to the dock.
However, it seems there is still something odd about typing. In addition to the latest replies about the delay(which I do experience), when typing Chinese, Microsoft Pinyin automatically delete few characters, sometimes the software automatically press Enter for me when typing pinyin(So that I cannot select the Chinese from Space or numbers)
Well, there is a thing...
After returning my SB3 a month ago, I got an XPS13 2-in-1.
Connected by Ducky ONE2 keyboard.... and the exact same issue happened.
SO THIS PROBLEM IS NOT EXCLUSIVELY RELATED TO SURFACE BOOK 3.
Now, after all the great things I wrote about the Surface after using it for 1 month (ignoring the keyboard issue), do I regret returning it?
I don't know. Sometimes I miss the general feeling of the Surface and the larger screen.
But those were/are company devices... Maybe I'll get an SB3 (again) this time for personal use.
Now I'll test this update in the XPS to see if it fixes it. Seems to be something related to HID devices connected via USC-C.
