Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    Well it took over 2 hours to download and fully install.  During that time I lost access to all non-HID USB devices, unplugging/replugging did not fix.  I had to power down Dock, reboot and eventually got things working again.

    SB3 running like treacle at the moment but no stutter so far but it has only been a few 10s of minutes since it became possible to work with the SB3.

    I would only advise installing if you have a few hours where you know you don't have work to do.

    I work as an IT consultant and one of my clients has bought 35 surfaces Book 3 + dock. My company runs campaigns on Surface and tries to promote it over Lenovo and Dell.

    I can report that I have all the issues mentioned in this thread and have been following it closely for the last two months. Mouse and keyboard that freezes, connected 2nd monitor that will not turn on, connected 2 monitors that turn on and off, etc.

    I'm so close to a recommendation that we must return all 35 Suface + dock! I'm so frustrated.

    I really hope the update from Windows Insider Preview Release will fix the issue, although I can not see in the list of bug fix that problems with USB port or modern power management are on the list of fix.

    I last night created an Update Ring in Intune Endpoint Manager and pushed KB4598291 out to 5 Surface for now.

    I will return with the result within the next week.

    Hello Eddy

    Can you tell me if it fixed both the monitor issue and the usb HID issue?

    I have all of the HID issues with Keyboard and mouse as described here.  And I also have an issue with external monitors. It is almost to use two external monitors with the SB3 through the dock original and dock 2. Occasionally i can get two external monitors to show, plus the laptop monitor, but it's like playing roulette,  most of the time it's a fail. I suspect this issue is not reported as often because not everyone is plugging two external monitors in. Everyone I know who purchased a SB3 and uses two external monitors has this issue. 

    Interested to hear your thoughts before I return this SB3 for refund, which will likely be tomorrow if there's no hope from this update.
