I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

Just got my refund today, i will never buy anything from Microsoft again terrible after purchase service. cannot believe that they wasn't able to provide a fix sooner
I have had a few small problems that could be general USB Windows issues but no stutter since I bought a BT-500 but it is a workaround and the cause must be resolved by Microsoft.

I'm starting to wonder if they're just pulling our legs :D
BUT one thing that ive been trying out for a while, is to switch to the High Performance battery plan.
It doesn't mitigate the problem completely, but I have much less problems now than before.
Now and then I have to re-plug the keyboard (maybe once per day). Before this, re-plugging didnt help for me.
You need to use the powershell command line to enable the high performance plan, microsoft has hidden it on surface machines.
Edit: Nope, the keyboard and mouse drop is back!
