I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

IF someone else wants to try it, unfortunately MS has removed the CsEnabled flag that every support article on the internet is referring to when it comes to enabling advanced power setting and disabling "Modern Standby".
This helped me bring those settings back:
In elevated cmd (admin):
reg add HKLM\System\CurrentControlSet\Control\Power /v PlatformAoAcOverride /t REG_DWORD /d 0
I have now been working for several hours without issues. Before changing those settings I had power cycled / rebooted my laptop at least 20 times today, and the issue would return within 10-15 minutes.

I may have found a solution to the stuttering keyboard/mouse issue. I got this SB3 through work in December. I use a Targus USB3.0 DV4K dock (DOCK190USZ) and have had horrible keyboard/mouse stuttering since getting this new laptop. I was also having issues with my Jabra bluetooth headset constantly disconnecting (using the USB BT adapter that came with it). I disabled 'USB selective suspend setting' under Advanced Settings of the selected power plan (see screenshot). I have done it for both Balanced and High Performance plans (which I had to enable via Powershell, as pointed out previously). No stuttering so far on either power plan, and the headset is also working without issues.
