I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

Has this issue been resolved? I have not seen an adequate solution in the replies - but I also didn't read all 300 :)
[September 2020] I had a Surface Book 2 --- with onboard keyboard and touchpad --- keyboard flaked out, would type on its own/keys get stuck. Mouse cursor would move on its own.
Called workplace and requested a new computer (thinking the old one was a broken keyboard).
[October] Received a Surface Book 3. Same exact problems.
[November] Bought a Durgod USB keyboard thinking that would help. Same problem. Thought it may be the keyboard - returned device.
[November] Bought a new Razer USB keyboard. Same problem. Thought it was the dock. Requested new dock.
Still have problem. Updated dock firmware. Still have problem.
Plugged USB keyboard directly into PC. Still have problem.
[December] Ran surface diagnostic tool. It found no issues.
[December] Uninstalled all Surface Book 3 drivers and reinstalled. This is ALL drivers, not just keyboard.
Problem better, but still present.
Hacked registry in a few places to change responsiveness of key input.
Problem a little more better.
[January 2021] Just restarted my computer 3 times this morning to get the Keyboard to work.
I have uninstalled and re-installed the HID drivers more times than I can count....this is a real issue that impacts productivity.

I agree but in 2020/2021 who really thinks that they need to research if a laptop has functional USB ports? It never crossed my mind to look into that. I looked around the support page for known issues before buying unfortunately this has not and probably never will be a "known" issue.
Microsoft is too busy trying to get the new Xbox in stock so they can make money to worry about existing customers whose money they already have.
