I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.
I have a video of the mouse re I continuously move the mouse in a circle

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

I now appear to have it working after contacting Microsoft Support. There is a firmware update for the Dock in the SB3 update https://www.microsoft.com/en-us/download/details.aspx?id=46703
I also installed the brightness control and now the screen keeps going to full brightness if I try to adjust the level....ho hum.

Hi Chad,
It is not the k/m as this exact setup works if I switch SB3 to Surface Laptop. I bet you will see the issue if you connect an USB keyboard via Surface dock.
I'd be really interested to hear if you could try this and let us know if you do.

If I unplug the Surface Dock 2, I cannot reproduce the problem.
Thanks Michael. I will try that and see if I get the same result and report back.

Thankfully, I have not encountered this issue (yet). I have a Microsoft Precision Mouse connected via Bluetooth and a Logitech MX Keys keyboard connected via Bluetooth. Been running both of these for a few weeks now and no issues. I also use the Surface Dock 2. Have you tried with a different mouse/keyboard to ensure it's not something specific to that hardware/brand?
