I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

It's the Intel power saving causing the problem. I guess it's a problem with all SB3 devices for the moment - so Microsoft should really look into this asap!
The problem can (only) be fixed for now by downloading the "Intel Graphics Control Panel" in the Windows store and disabled everything under:
System -> Power
Then everything works like a charm. No reboot needed!
Please bring this advice into your organisation to quickly solve the problem for other users instead of asking them to reinstall their computers and wasting time and energy. This is a quick fix!

2020-12-08T00:29:39+00:00 I've had it happen with my hyperx keyboard before my kids spilled water all over it. Now I have a razer blackwidow. Funny thing is my Logitech MX master 3 mouse runs on Bluetooth without issue. I will say Bluetooth is more reliable than just using USB but it's not a perfect "workaround" and for the price of the surface book 3 there shouldn't EVER have to be a workaround. I just wish I could find a workaround for having kept this thing past my return period.

I'm using the handheld scientific Bluetooth adapter with my USB keyboard and have the adapter plugged into a USB charger not connected in any way to my surface book 3 but it still occasionally exhibits the exact same behavior. Despite being connected to the surface book 3 via Bluetooth I still get missed keystrokes and "stuck" keystrokes. I don't know how they can claim this is their most powerful/capable computer when my surface go can do things (like connect to a keyboard) this one can't.
Which keyboard are you using?
I have a Razer Naga Pro mouse, and I use it in a BT mode. Once in a while it just stops working. After about a minute it comes back to life.
