Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    Hi, 

    Having the same issue with new system. Mouse freezes and becomes unresponsive for a moment. All updates have been applied. Running Windows 19042.608. 

    Can't seem to pinpoint the moment it happens. It looks random.

    I am experiencing the same thing-- my mouse and keyboard will not send input at times for like 5 seconds, or they will lag/stutter, and sometimes my keyboard will keep sending the same key until I press another one.

    This seems to be in line with what my problem is. I am seeing the most problems with Bluetooth headphones and a 2.4ghz keyboard/mouse dongle. I have purchased a USB hub with a 4-foot extension and it did help but it did not solve it entirely. I have also stopped using the onboard Bluetooth and switched to an Asus USB Bluetooth adapter. 

    Now no one is about to make a "hackers" movie about me but the other day I was writing a macro for excel the keyboard glitched and I did not catch it. Had to go through line by line for a very simple macro. I just don't think this is a problem that I should be facing given the money. As of right now, my 2014 Dell e5550 outpaces my SB3 with data management. However, the SB3 slaughters the dell with video editing (its take over an hour to render 40 minutes 1080p youtube videos. 2mins on SB3)

    spoke too soon.  usb extension didn't solve it either.  sometimes is works fine, other times it is back to same issues.  doesn't seem to matter what is plugged in or not.  It is betteeeeeeeeeeeeeeeeeeer.  I thought it was better, but as you can see, still an issue.
