Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    So my Bluetooth seems to be a LIGHT fix for me. CPU loading has not made any difference for me. lucky for me I am still in the return window and have been working with MS to find a fix. They elevated the issue and the tech team told them the problem is with the DOCK (in my case the SD2) stating that it is an issue with power loading in the USBs. So...

    1. Anyone having this problem on a NON-microsoft dock?
    2. Has anyone tried a different dock or had their dock replaced?

    I know that surface dock has been hit or miss.

    Can we start compiling a list of affected hardware? 

    I believe this is affecting more than just the SB3 as there are others that have been experiencing it on the SP7. 

    It's so sporadic that it is hard to do any troubleshooting, and there are no events being captured in the logs.

    Turning off Bluetooth did not help. 1:20 min after, start mouse and keyboard locked up until I disconnected the dock2 and reattached. 

    :(

    My system continues to have issues.

    I can keep the system functional if I load the processor as others have suggested, but that has an impact on work. I do a lot of cad and photoshop which need the horsepower at random times, can't keep unloading and loading background apps.

    Given the recent comment about Bluetooth as a possible problem source I have disabled the internal Bluetooth and temporarily switched to an external mouse. Will see if I can get though the day with out mouse and keyboard locking up. Not very helpful if I need to use the stylist.

    Anyone have any friends in the publishing side of the world? ZDNet, CNet, PCMag, Consumer Reports?
