I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

We are experiencing the same issue on our SB3, no issue on the SB2.
I did change the Power plan to max performance to prevent CPU from slowing down. I'll share my experience on that.

I've given up. I finally received confirmation that my refund will be paid. This is after 2 faulty devices since the original purchase at the beginning of August.
That being said, I just finished a call with MS regarding my open tech support case.
I was told they can't review my case since their systems are down. I then pointed out that my case (my 3rd one) had been open since the 27th of September, no one has contacted me with an update and that suggests no one has done anything with the case - even though it was escalated to product specialists. In that case, I'm glad I just went with the refund.
It's clear to me Microsoft are not coming to help. So disappointed.
I'll keep pestering via my tech support case as much as I can, but I don't imagine it will change anything. I've decided my Surface Pro 5 (that works just fine with all the same peripherals) will be my last, which is sad - because it is so darn good and why I shelled out for the Book.
For those that can, I suggest you seek a refund. For those that can't perhaps your local consumer watchdog can help. Also if not done already, raise a formal tech support case (phone). I don't think the community channel or chat is all that active or strong in this space and at least with respect to chat - their primary objective is to resolve the ticket, not the issue/fault.
Microsoft - this is a real issue and someone should pay it the attention, the large cash outlay for a device like this (flagship haha), deserves:
