Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    Oh my god. I posted this problem a few days ago in the german community and nobody could help me out. So i reinstalled my windows, still suffering from this GOD DAMN stutter! This is my last Windows laptop. Really. Expensive as **** and nobody ever cares about these problems. I "use" the surface book 3 as working machine and it drives me crazy.

    A sign of the times, or just an irresponsible product team?

    I was tester on Win95 a few eons ago and also for a graphics card manufacturer.  I remember getting calls from the lead engineers when something didn't work the way they expected and they would not let it go till they got it right. Have we lost that tenacity?

    It seems that comppppppppppppppppppppanies do not care about customers, they just want to ship units to market.  You can see I had a repeat in the middle of that typing.  I am now going to leave as is, a sign I bought a SB3.

    Well the updates don't help!

    Mouse and keyboard just locked up AGAIN!$#$$!!!!!!

    Seems to always happen in web browser??? Don't know if it is related or because I am almost always in one.
