I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.
I have a video of the mouse re I continuously move the mouse in a circle

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

What amazes me is that even though this thread has a lot of views and a lot of replies *nobody* from Microsoft has been prepared to put their 'head above the parapet' and enter this discussion. Premium product let down by poor support.

As I posted yesterday MS had a host of updates including firmware specifically for the surface. They did NOT SOLVE the problem.
There was an update for the ethernet late in the day. Maybe DavidAinslie is right and it relates to ethernet. Will have to wait and see if that resolves the problem today.
I was guinea pig for rollout of laptop replacements for all our desktops at the office here. Until this whole PIA started I would have wholeheartedly recommended this unit.
Limiting the CPU MHz did not help. Disabling the Intel Turbo Boost did not help either.
Was anyone successful in getting a refund for this issue?
It's driving me crazy.
It drove me crazy also. Projectile laptop levels of crazy,
As temporary fix, I can recommend searching and installing "Folding @ Home" and running on a low setting. It solved my problem in so far as i don't get mouse or keyboard stuttering (both wireless logitech).
But its clearly a bodge, and may not work for all, so hoping for a permanent fix soon as i can't afford the time to keep rebuilding laptops.
Good luck.
