Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    I'm in the office now after disabling the Intel Turbo Boost through the Powershell. 

    So far so good but it's only been about 3 minutes.

    Microsoft updated my machine this AM but it DID NOT solve the issue NOTE: several components failed to install so that may be the issue, or not......

    These were installed

    Surface - Firmware - 10.5.139.0

    Intel - net - 21.80.2.1

    Dolby - SoftwareComponent - 3.20602.651.0

    NVIDIA - Display - 26.21.14.4292

    Intel(R) Corporation - System - 1.0.1287.0

    Surface - System - 2.14.137.0

    Surface - Firmware - 10.11.139.0

    Surface - Firmware - 4.0.211.139

    These failed to install

    Intel(R) Corporation - System - 10.24.3694.245

    Dolby - Extension - 5.224.132.1

    Surface - System - 3.83.139.0

    Intel(R) Corporation - System - 10.24.0.3694

    Intel(R) Corporation - System - 10.24.3694.245

    I've applied a similar fix / workaround in which I disabled the Intel Turbo Boost: https://surfacetip.com/disable-turbo-boost-on-surface/

    I'm yet to go to the office and try my external keyboards though (I have both USB and bluetooth).

    I can confirm that the latest drivers/firmware do not resolve the key pausing or repetition issue.

    Back to F@H I go. Oh well, at least Microsoft is doing its part to help out COVID research, if only through inaction!
