I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

So I've had the 0.19 gHz throttling problem again today in the middle of a Zoom call....
I can also confirm that I do not have the issue with the BT keyboard. I have not yet had the opportunity to try any of the other temporary fixes suggested here though.
However, it does appear that Microsoft has released another SB3 update yesterday. Has anybody had any luck with it? I haven't tried yet.

Not sure if it's related. I had hard time when typing with external keyboard (sometime it generated repeated characters or frozen for 2-3 secs). I moved my SB3 away from its dock and my keyboard went back to normal. Here is my setting:
I guess somehow my dock emits EM wave which interferes my USB signal on SB3. There is another trick seems working --- launching a small program to keep your CPU busy (see page 10 in another thread).
same thing here.. dealing with microsoft for almost 2 months... replacement did not help... we should share case numbers....
