Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    Thanks for your efforts. I tried this also and had no impact.

    @Microsoft, I wish you would just say something. You have a load of loyal customers who are mightily irritated that you haven't even acknowledged this fundamental issue. I hope you are looking into this as an urgent matter. 

    This weekend, unless there is any progress, I am going to start bombarding my social networks with news of this really poor situation (I'm not blowing my own trumpet but I have quite a diverse and large network, full of decision makers and small tech firms all over the world who might be in the market for devices like this). They should be warned about wasting their money on this very expensive and poorly configured device.

    If "USB Selective Suspend" setting is the thing to turn off, I found two commands you can try:

    PS C:\Windows\System32> powercfg /SETACVALUEINDEX SCHEME_CURRENT 2a737441-1930-4402-8d77-b2bebba308a3 48e6b7a6-50f5-4782-a5d4-53bb8f07e226 0

    PS C:\Windows\System32> powercfg /SETDCVALUEINDEX SCHEME_CURRENT 2a737441-1930-4402-8d77-b2bebba308a3 48e6b7a6-50f5-4782-a5d4-53bb8f07e226 0

    You can also monitor you changes via

    PS C:\Windows\System32> powercfg /Q SCHEME_CURRENT

    After rebooting my machine, it seems being ok but need time to confirm.

    Ok possible fix for me.

    I had two issues (could be the same thing - not sure). One was the stuttering mouse and keyboard as reported in the original post and the second was that I would be working away, open a new window in chrome or email in outlook and the screen would freeze. The mouse was still moving around but keyboard would not work and I could not click anything with the mouse.  I noted from error logs that an eventid 105 Kernel-Power would appear at the same time.

    I have noted from research that Microsoft either in build 2004 or recently have removed some of the power options that we had.

    The potential fix

    Used this video here to get basic power plans back and enable more detailed options.  See the comments for instructions.  Was concerned about source of code as it's a bit fruity but all ok (I hope!).

    I was then able to set my power plan to ultimate and then under advanced settings, I could disable "usb selective suspend setting".

    Since then I have not had any error ids 105, screens are good and my bluetooth keyboard and mouse seem to be good too.

    I will update if I still get issues but looking good after a few hours which is unheard of recently.

    It's not a fix :( it might have helped, who knows.  Still, at least I have my power plans back.
