I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it. I have used this setup without any issues for over 2 years with Surface Laptop 1.
With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes. Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.
I know others have seen this problem. It should be easy to reproduce. Can someone from Microsoft try this please.
This looks to be a level USB message handling problem. Note that the USB is not unloading.

I never used to get this issue and I am wondering if this is a windows 2004 thing. On a separate note I have had issues with my wireless card taking a while to load up after I have left the machine for a period of time (normally to get a coffee as I am so frustrated with the screen freeze).
Thought it would be easy to resolve as I can just turn off the power management for that device. Looked under power options and there is nothing I can now do to manage power on the device.
Remembered a reg hack from days gone past by turning off the dword csenabled but that has been removed from windows 2004.
Found a method of getting missing power plans back and also advanced option to turn off power management for usb devices etc.
. Will test and report back if this helps anything.
Can confirm that new drivers do not fix issue. Still end up with screen freezing.
Most of responses are 'standard boilerplate' but at least they say it is being looked into. The support person is targeted on closing tickets hence the 'please mark as resolved'. Please keep us informed. I also have another ticket open.
