Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    After what seemed to be a relatively good run, I even swapped my basic keyboard out for my Razer and all seemed OK.

    Then I gave the Insiders Beta build a shot because I was hoping the newer surface drivers would help, maybe even resolve the issue:

    Sadly - it seems to have made it worse. My workaround doesn't even work now and my mouse pretty much hard sticks - so I have to disconnect/reconnect. Typed this out twice before being able to submit it too (repeats!!!).

    I'm now backing up and going to roll back to 2004.

    I have 514s, but they don't appear to coincide with me keyboard or mouse issues. The last I 514 event I have was 7 days ago and I've definitely had the stuck key or mouse since in many more instances.

    Nice finding. I also got event 514, 13, 12. Would connecting dock to monitor (after detaching keyboard) help?
