Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    I'm glad to see this discussion has gotten so much attention.

    I can confirm that at least *some* person/people at Microsoft are aware of the issue, as I have created a ticket number and a portal for me to upload footage/notes on the issue, and have since contacted me FOUR times within the past week, citing that ticket number, just to inform me that they will not provide me with store credit for bluetooth keyboard. As for whether they're going to actually do anything about the issue, who knows lol.

    On that note, has anyone yet been able to confirm/deny whether a bluetooth keyboard successfully circumvents the issue?

    From what I've seen here, the docks don't appear to be the cause since some of us (me included) have had the issue without the dock plugged in, but their presence does appear to exacerbate the issue. I think it's literally *any* input or output device plugged into the computer, be it directly through the USB ports, or via a dock....

    Sorry I've been a bit absent the the past few days: got quite busy, and a dysfunctional computer certainly did not help haha

    Indeed, I have noticed that the issue does not appear to manifest when running programs on the GeForce GPU, such as Steam Games and GIS software, but until now I had attributed that to the fact that I wasn't tapping the keyboard as repeatedly as I word in a word processor or web browser...but your current explanations are much more well-informed than mine and make sense.
