I question whether this thread is even receiving attention from MS support anymore. Seeing as it is technically identified as "solved" it may not even be on the radar. I would suggest for those who this issue is impacting
(personally i found it annoying but its not essential to my work, so i gave up on it), spam the surface pro 3 forum by making NEW conversations/threads. This way MS support will have to recognize the widespread impact of this deficiency of their "laptop replacement."

I have been in direct contact with MS Support, they even sent me a replacement dock (same issues). So they are well aware of the problem.
I assume they are ignoring it cause they have not found an easy fix.
Personally I doubt it is the power output of the dock, my suspicion is the energy save modes on the external drives that cause a problem. The hard/firm/soft/ware in the dock or SP3 doesn't seem capable of waking up the external drive when required - eg on
restart, or docking, or if using File History for backup.
The only work around I have found is to go into PC settings and check if the drive is connected, if not physically unplug from the USB port and replug, it then can usually connect. You still need to check if File History has it connected too if you are using
that for back up. Vey annoying work around.
My next option is to either buy another external drive that works or more probably buy a 'caddy' with a permanent power supply and put the (external) drive in that.
