We're sorry to learn about this, NedWass.
It is odd that it is not working. You might want to report a bug on the app via the App Store so that the team who develops this will be informed.

Yesterday I got new surface headphones 2, I connected them to my iPad without a problem, later that day I tried connecting them to the app, everything worked until it starting connecting, after a few seconds of the app trying to connect, it would say connection failed. I was wondering why my new headphones can’t connect to the app, but connect to my iPad just fine.

Hi, NedWass!
Thanks for reaching out to Microsoft Community and posting your concerns regarding your Surface Headphones 2.
Please try to disconnect the headphones from your iPad, turn off Bluetooth.
Open the Surface Audio app, try to connect the headphones through the app.
You will be asked to turn on Bluetooth from the app, then see if it gets connected.
If not, please try to reset the Surface Headphones 2. Please see https://support.microsoft.com/help/4470092 for instructions.
If this answers your question, please let our Community know by marking this post as an answer. Otherwise, don't hesitate to respond to this thread if there’s anything else that needs to be addressed.
Kind regards,
