I have to say that it became a lot better with the June or July bios update. It's really usable now. The problem with "USB device not recognized" when waking up with the USB-C docking station remains, but the heat and fan issue seems to be gone.
Important finding for me was that it went really hot when joined to Azure AD of my employer company, thus Intune policies gotten applied with Defender ATP, Qualys scanner and much more. This was killing the CPU.
I run it now joined to an Azure AD where I can control all settings without Defender ATP and other scanners and it's working really good now. Quiet, fast, good battery life.
Maybe you check with your virus / malware scanners and ensure you have the latest driver and bios updates from https://support.microsoft.com/en-us/help/4023482/surface-download-drivers-and-firmware.
