I am afraid to reimage my another Surface Pro 3, since it has been happening to so many people. I am not sure what MS plan is.

Listen, this is a brand new device..2 weeks old.  you've done recovery. It has not worked.  you should not have to do any further tinkering... using other images, or methods to reimage, is silly... right now.  have them replace the thing... the more you mess with non-standard methods, the better the chance you do something that violates some warranty or some thing.

    Get it replaced.

When I click on the device in device manager, I am getting this in device status:

"The device cannot work properly until you restart your computer. (Code 14)."

I restart and get the same message over and over again.
