Surface RT IE Inoperative since latest update

Addresses an issue that may prevent Internet Explorer 11 from opening after installing KB4516067 on a Windows 8.1 RT device. You may have received the error, "C:\Program Files\Internet Explorer\iexplore.exe: A certificate was explicitly revoked by its issuer."

Look in the OPTIONAL area in Windows Update. It is labelled as a PREVIEW ROLLUP. Please install it to regain functionality.

Hard to say what is going on here, but Microsoft sent down a bad update that is preventing people from using Internet Explorer on Surface RT and Surface 2. Which Surface do you have?

Go to Start , and select Control Panel > Programs > View installed updates.

In the search box in the upper-right corner, enter kb4516067.

Select Update for Microsoft Windows (kb4516067) > Uninstall.

Then open Services and disable Windows Update for now.

Right click/tap and hold the Start icon on task bar, then select computer management, next, select Services and Applications. 

In the preview pane select Services. Scroll down to Windows Update and select it. Look at the upper left of the preview pane and disable/turn off.

If you have a Surface 2 or Surface RT and are uncomfortable uninstalling updates and blocking them, there is apparently a 3rd party web browser that might work for you called Sidekick Private Browser. I don't know anything about it, but here is the direct link https://www.microsoft.com/en-us/p/sidekick-private-browser/9wzdncrd2mtl

Please let us know your opinions of this third party browser if you decide to use it. 

This isn't a fix for the problem, and Microsoft still has not commented.

    Hi all, I'll just repeat my fix again, (I am no serious techie, just my experience). I just checked IE again, it is working perfectly, also the Metro version, I think IE is even faster, smoother now.

    LPaguirigan, Here is my final fix, it is working perfectly. After the uninstall of KB4516067, I went to Search for Updates again, got 9 updates including KB4516067 again. I thing that hiding all 9 updates was the key, it just eliminates anything to do with KB4516067. So I right click on all of them individually then click Hide. Then I Restart my Surface 2, then perform another check for updates. This time I get 2 updates, one optional, one important but both referring to the same file. The optional was a preview to the monthly roll up for AUGUST 2019, the other was the actual monthly roll up for AUGUST 2019 not KB4516067. So I completed installing this update, IE is working perfectly so far. I checked for updates again, there were none. So I assume that installing the AUGUST 2019 roll up got everything back to normal. So the caveat, I guess, is to avoid anything to do with KB4516067. Probably the October roll up from Microsoft shall fix the KB4516067 problem.
