Finally found a fix after struggling for two hours. Background: I literally just received my Surface Book 2 today and finished the OS install when I noticed that it was plugged in and not charging. Follow the same steps to see if you luck out like me 😁
STEP 1. Manually detach the tablet from the keyboard.
Its exactly 6 holes up and you want to push your paperclip up and at an angle.
Rationale: We have this tiny charger trying to charge two dead batteries at the same time. Let's isolate our troubleshooting and just focus on one battery at time. Note: if you have a dock, go ahead and plug the base in.
STEP 2: Download the latest drivers and firmware from Microsoft.

Note: Look up your Surface's OS version by 1)Click on the Windows start button and 2) typing in "winver" to get the windows version.
Rationale: This will address a possible battery firmware issue which seemed to do the trick for me.
STEP 3: Uninstall Battery driver from Device Manager and reboot to reinstall
Note: DO NOT CHECK THE BOX LABELED "DELETE THE DRIVER SOFTWARE FOR THIS DEVICE" - This will result in a trip to the Microsoft store. lol
