I have the same problem as many other Microsoft users (summarized below)
What is Microsoft's solution to resolve the Surface Pro 4 flickering screen?
ISSUE
Due to the pandemic, I now need to work remotely and use this Surface for 8 or more hours each day. The first full day was a surprise when my screen started flickering. I see that Microsoft knew about this issue and arranged to extend the warranty to 3 years. Unfortunately, my Surface Pro 4 is just past the 3 years. I feel that since my Surface was registered when I bought it that Microsoft should have notified me that my Surface was in the batch of known hardware defects. Had I known about this issue, I would have taken care of this issue immediately. Instead, I was left to discover this on my own over time. Now, Microsoft support has offered to replace my Surface with a used certified Surface for an additional $599.99 with only a 90 day warranty. I don't really want to spend an additional $599.99 but I will if I have to so I can continue to get some work done. I have 2 issues with this, one is that Microsoft had my contact information from my registered device and never contacted me to say I had this known hardware issue and second is that after I spend $599.99 I will get a used device with only a 90 warranty.
1) What is Microsoft's resolution to this?
2) How do we implement the solution during the COVID-19 crisis?

2020-05-20T16:59:14+00:00 I have searched the web for this issue and there was a forum of people that were previously affected by this surfacepro4 flickergate issue and the website was called https://flickergate.com/ .
I have reached out to the attorney's found on that site . You might want to try to reach out to them too . Flickergate is back when the surfacepro4 is put to real intended use during covid19 times .
I have tried the best to reach to the higher ups in Microsoft to get their attention on this through their customer service but in vein. Microsoft has also made exceptions to out of warranty to certain customers based on thread in other forum which is discriminatory against other similar customers.

A serious company sends a defect report to its customers and then determines the maximum period for replacement.
The Covid period has led to many video conferences that heat up the laptop more and this has accentuated the problem.
Spending almost 2000 euros for a PC that after 4 years, for a problem declared irreparable by the manufacturer, must be replaced is not a serious company. And asking for 600 euros for repair is a theft. With all the emails that send advertising, one would have been enough to report the problem. Common sense zero and never again Microsoft PC.

I am just 2 months over the 3 years for the free replacement.
today I stumbled upon this and gave it a try, I am currently on 4 hrs of use and no more ghosting on screen and no more flickering.
Fingers crossed It is a permanent fix.
Maybe it will help your computer
1: Run Surface Diagnostic Toolkit and check Windows Update
2: Update drivers and firmware
Check what is the current OS Build of your Windows version by going to Settings > System > About.
Go to Download driver and firmware for Surface, choose Surface Pro 4 then click Download on the next page.
Choose the .msi file that matches your current OS Build and click Next.
After downloading, run and install the .msi then Restart.
Thanks ToddHanson3, unfortunately it didn't fix my Surface...
