Surface Book 3 Throttling at 0.19 GHz

Hello,

My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.  

I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected.  To the travel hub, i have a 2nd monitor connected via VGA cable.  This system worked well until i plugged in an Ethernet cable to the hub from my router.

I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

    I don't care for the docking solution as I plan to plug everything with some USB-C (TB3 is a bonus with my home monitor).

    I'm already happy if I can run my Chrome and not get the laptop to freeze every second day or throttle every time there's a bit of load...

    Yeah, I can't even web surf or write emails without throttling/lag. I got my family member a $500 laptop with i5 and 8gb of RAM that outperforms / is more stable than my SB2 with i7 and 16gb of ram. Mind boggling.

    Same thing here:

    SB3 13.5" 32GB/1TB - Unusable when GPU is stressed and need CPU at the same time. Videoconferencing (Teams, Zoom, etc.) or encode/decode just kill this laptop.

    For example, if I record the screen and webcam as I am doing something in the browser (using Camtasia), the performance goes ridiculously low. I can easily hit once or twice a day this behavior, seeing the CPU fall to 190Mhz, 400Mhz, 800Mhz or even in the low 1Ghz.

    Room temperature is usually between 22C-24C (71F-75F). It is automatic I hit issue in the afternoon when the temperature get to 24C in the room.

    Most of the time I am using Teams, clicking around and people (myself included) complains I get laggy.

    Definitely not impressed with a mix of frustrated and pissed at the same time.

    I used HWMonitor Pro to log the clock speed and it's dismal:

    If it doesn't get solved by MS today, I'm switching brands. Thanks but no thanks.

    Hi all,

    I ended up ringing customer support and after we went through the usual checks (driver updates, etc.) it was concluded that the laptop was faulty so I have to send it to Microsoft for a repair or replacement. 

    The support tech said the issue was arising equally on the 13 and 15" models and a repair seems to resolve the problem for 90% of customers and a replacement resolves the issue for 95% of people.

    I'll organise the courier at the weekend and the process, including return delivery, is supposed to take no longer than 6 days.

    I'll let you know how it goes.
