Surface Book 3 Throttling at 0.19 GHz

Hey there, we have in our company now 15 devices, and 2 of them got this problem in with 1903 / 1909 and we upgraded the Surface Book 3 to 2004. The problem is gone if you enter the BIOS.

That sounds terrible!  I've had the same experience with "a supervisor will call you back".  Here, though, is something from MS Support that may stop the throttling.  I have a Surface, but hopefully it will work.  I used a less drastic technique by enabling the High Performance power plan.  I'm not sure if the SB3 has that.  Anyway:

1. Open Run dialog box by pressing Start + R.
2. Type regedit into the text box and hit Enter.
3. Click Yes in the User Account Control window.
4. Expand HKEY_LOCAL_MACHINE, SYSTEM, CurrentControlSet, and Control in order.
5. Right click on the Power folder.
6. Choose New from the context menu and select Key from submenu.
7. Name the new key as PowerThrottling and hit Enter.
8. Right click on PowerThrottling.
9. Choose New from the context menu and select DWORD (32-bit) Value from submenu.
10. Name it as PowerThrottlingOff and hit Enter.
11. Double click on PowerThrottlingOff to edit.
12. Change the Value data from 0 to 1 and click OK.

In theory that will get rid of throttling.  Probably you have to reboot.  This is a minor change to the registry, but creating a restore point, recovery disk, etc. would be the safest thing, since this was suggested for a Surface.

I reinstalled all drivers and nothing seems to work.

In the meanwhile, my 30 days since purchase have elapsed and I'll have a hard time returning the laptop.

My main issues that remain unsolved:

• CPU throttling with regular loads making the system unusable (10-15% performance)
• freezes, reboots
• Nvidia graphics card not detected
• graphic corruption even when using the iGPU

After over 10-15 times with the technical support, I managed to escalate this with a supervisor (try that).

He promised me to call me back the following day but he didn't. That was very disappointing.

Got in touch with a second supervisor that promised to escalate the situation further to see how we can make a refund (as I'm on my third SB3! And I still have 2 in my possession)

Now I just want to get a Dell XPS 2-in-1 that can work most of the day...

The latest iGPU driver did not help in solving the temperature problem. Other than that I could not enable my two external 4k screens connected via a Dock 2 with these drivers. The screens show up as disconnected - if you try to extend the display, nothing happens. Reverting to the old drivers made it work instantly.

Install the latest drivers for the iGPU, WiFi and Bluetooth at Intel website. This solved all my issues.
